
Canada’s housing demand is real.
MMC manufacturing capacity also exists.
The disconnect is that projects do not consistently move through the planning, procurement, approval and financing systems required to reach that capacity.
The challenge is not simply to build more factories.
It is to establish repeatable project pipelines and delivery pathways that allow existing capacity to perform.
CMHC’s 2023 housing-supply-gap analysis estimated that Canada would need approximately 3.5 million additional units by 2030, above the units already expected to be built, to restore affordability to its defined target. [cmhc-schl.gc.ca]
That estimate demonstrates the scale of housing need, but housing need alone does not create construction starts, approved projects or predictable factory orders.
A viable pipeline still requires land, funding, approvals, procurement, design maturity and delivery partners.

The April 2026 Canada West Foundation roundtable report examined how wider adoption of wood-based MMC could support housing delivery and sustainable domestic demand.
The consultations included representation from offsite manufacturing, government, forestry, engineering, building, finance, education and architecture.
The report’s central conclusion was clear:
The primary issue was not supply. It was demand.
Participants reported that existing production and upstream capacity was available and that many panelized, modular, mass-timber and conventional manufacturing facilities were operating below their potential. The report identified sustained demand and a predictable pipeline as priorities. [cwf.ca]
This reframes the question from: “How do we build more factories?” to: “How do we create a predictable flow of projects?” That is an integration and procurement challenge.
The question is not only, “Can the factory build it?” It is also, “Will enough suitable projects reach the factory?”

As Canada moves MMC from an innovation discussion into procurement, “capability” needs a more complete definition.
Capability cannot refer only to production output.
Testing factory capacity without testing integration maturity overlooks whether a project team can successfully connect:
In February 2026, Build Canada Homes launched an RFI seeking information about the capabilities, business models and delivery approaches of Canadian MMC firms. The federal announcement stated that responses would inform a future prequalification process and identify firms for potential projects and partnerships. [canada.ca]
This makes the definition of capability important.
MMC capability = capacity + coordination + certainty.

MMC changes the sequence of decisions.
In a conventional process, design may advance before trades and suppliers are fully engaged. Tendering follows, site work begins, and issues are resolved as they arise.
MMC requires earlier alignment among design, manufacturing, approvals, transportation and the site.
Traditional procurement can struggle when:
If MMC is procured like conventional construction with a factory added to the process, the project team may spend its time correcting the delivery model rather than delivering the project.
The procurement model should reflect the method. Before selecting a partner, the project should establish:

Price is an important project consideration.
However, in MMC the lowest price may not reveal the full risk position. A low number can hide unresolved questions related to:
MMC projects do not struggle because teams care about cost.
They struggle when cost is assessed without delivery context.
A more useful procurement question is not simply: “Who has the lowest price?”
It is: “Which team offers the clearest path to a predictable outcome?”
Cost matters. In MMC, certainty also has value, even when the lowest bid prices it at zero.

The wrong procurement behaviours can limit MMC regardless of available production capacity.

These are not administrative details. They influence whether MMC delivers schedule, quality and cost certainty.
Canada does not only need manufacturing capacity.
It needs a more predictable flow of suitable projects reaching the right combination of modular, panelized, component, hybrid and conventional delivery systems.
The Canada West Foundation report also cautions against expecting one construction method to absorb the entire housing need. It recommends distributing projects strategically across different methods according to their capabilities. [cwf.ca]

Canada needs more than another demonstration project. It needs:
A single project can succeed through extraordinary effort. A market scales when the conditions for success can be used again. Repeatability depends on:

The industry should not only celebrate individual projects that succeed. It should ask why they succeeded and whether those conditions can be repeated.
Scaling MMC is not only about more factories. It is about repeatable demand, repeatable standards and delivery systems that can be used again.
