The first question owners ask about modular construction is often the wrong one: “Will this make the project cheaper?”
The question assumes the savings live inside the module. They do not.
Potential savings are created much earlier through decisions about design maturity, procurement, approvals, financing, manufacturing, logistics and site readiness.
When these elements are aligned, Modern Methods of Construction, or MMC, can improve schedule certainty, quality control and delivery predictability. When they are not aligned, value can be lost before the first component reaches the site.
The factory is rarely the only bottleneck. The handoffs usually are.

MMC moves important risks and decisions earlier in the project. Design, procurement, approvals, manufacturing, logistics and site work must align sooner than they typically do in conventional delivery.
When they do not, several failure points recur:
These are not necessarily manufacturing problems. They are integration problems. A project can have a capable manufacturer, an experienced general contractor and a clear housing need, yet still underperform if the integration layer is weak.
CSA Group reports that some recent modular projects have achieved time savings of 20 to 50 per cent. However, it also identifies limited understanding among those involved in design, permitting, inspections and approvals, along with inconsistent adoption of modular standards, as barriers to wider use in Canada. Canada already has production and upstream supply capacity that is not being used fully.
The April 2026 Canada West Foundation report, based on consultations convened by the Canadian Wood Council and Forest Products Association of Canada, found that many manufacturing facilities across panelised, modular, mass-timber and conventional sectors were operating below capacity. The roundtable’s central conclusion was that the primary challenge was demand and a sustainable project pipeline, not simply the availability of supply. [cwf.ca]
This changes the industry question.
Instead of asking only: “How do we create more manufacturing capacity?”
Owners and policymakers should also ask:
“How do we create projects that are sufficiently planned, approved, financed and integrated to reach the capacity that already exists?”
In that context, integration is not an additional service around MMC. It is one of the mechanisms that connects housing demand to actual delivery.
MMC can simplify parts of construction, but it does not eliminate complexity. It moves complexity to the front end of the project, which is precisely where teams can underestimate it.
Design decisions must be made sooner. Supplier and fabricator input must arrive earlier. Procurement must reflect the delivery model. Approvals must be understood before fabrication. Site conditions must be coordinated before modules, panels or components are produced.
This is why MMC can feel difficult when introduced late.
The building system may be sound. The manufacturer may be capable. The proposed method may be suitable. However, if the project is still being managed according to conventional sequencing, the benefits become harder to realize.
A useful distinction is to separate factory readiness from project readiness. A manufacturer may have capacity and a proven building system while the project itself remains months away from being ready for integrated delivery.
A gap in any one of these areas can slow the delivery model before manufacturing begins.
Modular and prefabricated elements may be produced in one jurisdiction, transported through others and installed under local requirements. Inspection responsibilities may therefore be divided between factory certification, local review and site inspection.
Approvals should be treated as a design input, not simply as a final gate.
The factory is only one project clock. There is also:
If those clocks are not aligned, the project will not move at factory speed.
The fastest factory cannot outrun a slow approval pathway.

Every MMC project has interfaces:
The question is not whether these interfaces exist. The question is who owns them.
When each party assumes someone else is responsible, gaps can become:
In MMC, risk does not always sit neatly inside a single contract. It often sits between contracts.
In MMC, the interfaces are the project.
Integration is more than holding coordination meetings. It is the deliberate management of interfaces, constraints, responsibilities and decisions before they become conflicts. That accountability should be established before procurement hardens.

A project decides to adopt modular construction after its core design and procurement assumptions have already been established.
The proposed modules do not align cleanly with the design. Site constraints emerge late. Logistics become more expensive. Factory knowledge arrives after key decisions have been made. The expected schedule benefit begins to shrink.
The decisive question was not asked early enough:
Is this project suited to the proposed MMC method?

The offsite partner is engaged only after design development because conventional project habits delay supplier input until the pricing or procurement stage. However, the manufacturing method affects the design. Module dimensions may conflict with the structural grid. MEP service zones may require redesign. Transportation restrictions may limit dimensions. Site tolerances may not align with the proposed system. The fabricator should not be the first project participant to discover that a design is not ready for modular delivery.
Early engagement is not about giving one project party greater control. It is about identifying the right constraints early enough to make better decisions.
In MMC, late input often becomes expensive input.
Not every project should be fully modular. That is not a weakness of MMC. It is the reason method-agnostic evaluation matters.

The false choice is often presented as “traditional versus modular”.
The better question is: Which elements are best delivered offsite, and which are better delivered conventionally?
A manufacturer will naturally advocate for the system it produces. Owners need a different conversation, one focused on project objectives rather than product inventory.
